Decision:
RESOLVED (unanimously) that the Cabinet agreed to:
· Reduce the number of moorings in the short/medium term, by implementing paragraphs 2.2. & 2.3, thereby increasing the amount of open space along Mead Lane
· Agree to a long-term aspiration to relocate moorings from Mead Lane – with a target date of 31st December 2022
· Ensure that suitable alternative moorings are identified and in place prior to reducing further any moorings at Mead Lane
· To increase enforcement & engagement capacity
Specifically:
2.1 To work with Waterspace Partners to identify alternative sites for 14-day moorings along the watercourse and to request that it gives due consideration to the Opinion Research Survey assessment and findings, and
2.2 To remove the 48-hour moorings at Mead Lane from 1/11/20, on a permanent basis, this part of the riverbank to be reallocated as open space for other leisure purposes and
2.3 Agree to no 14-day moorings at Mead Lane, on a seasonal basis, during the time period 1 November until the end of February each year and
2.4 When the Waterspace Partnership programme of work and Opinion Research Survey assessment is complete (see 2.1 above), review the moorings on Mead Lane, with the aim that the total number of 14 day moorings available along the watercourse are not reduced, and
2.5 Create a joint River Warden post with the Canal and Rivers Trust (CRT)
2.6 Delegate future decisions on Mead Lane/moorings to the Cabinet Member for Community Services, in consultation with the Director of Environment and,
2.7 Request that the Cabinet Members for Transport and Director of Environment, in consultation with Avon and Somerset Police, review the parking restrictions along Mead Lane/Saltford
2.8 Request that officers devise a charging regime for moorings at Mead Lane, to be implemented from 1st March 2021, in accordance with delegations outlined in recommendation 2.6. Requests for future capital allocation for moorings to be considered as part of the council annual budget setting process.

RESOLVED (unanimously) that the Cabinet agreed to the following recommendations that have been developed in response to the Covid-19 impact upon the leisure industry, our contractual arrangements with GLL and the financial impacts this has placed upon the Council.
(1) Remove Chew Valley Leisure Centre from the GLL contract and hand back the lease to Chew Valley School at the end of this financial year (31st March 2021) and work with the Lighthouse School Partnership to provide an alternative solution to providing community use of the leisure facilities outside school hours.
(2) Re-open the dry side facilities at Culverhay Leisure Centre. The future of the swimming pool will be considered in more detail as numbers return to leisure centres and Covid 19 infection risk is reduced.
(3) Request officers explore investment opportunities at Odd Down Sports Ground to turn this facility from a deficit to a profit. A business case that demonstrates a clear return on investment well within the remaining life of the contract will be required for this to proceed.

01/10/2020 - Purchase of Neighbourhoods Welfare Units ref: 1442 Approved
During the Covid-19 pandemic to date, the
Council has successfully managed Covid-safe workplaces for
operational staff, following national legislation and
sector-specific guidance.
A recent review carried out by Property in consultation with Senior
Operations management identified a requirement to provide extra
canteen/breakout space for staff and site operatives at working
depots where 'social distancing' cannot be supported by existing
facilities, during the colder, wetter weather conditions to come in
the Autumn and Winter.
Existing breakout / kitchenettes do not allow for the number of
staff using them and it is recognised that under health, safety and
welfare duties, extra units need to provided at 6 key site
locations, which have been assessed for external space and
necessary services connections.

To approve £183k for Neighbourhoods
Welfare Units to be funded from the Corporate Capital Contingency
budget on an urgency basis, to enable purchase and installation of
extra welfare units for frontline operational staff over the Winter
period 2020/21, required due to the Covid pandemic.
Reports were approved through the Recovery Board and the Capital
Strategy Group for this decision.

29/07/2020 - Reopening and Renewing High Streets – Bath City Centre Priority Actions ref: 1424 Approved
1.1To rephase £150,000 from 21/22 back
into the 20/21 Council Capital Programme for the Bath Street Space
Programme as outlined below. There is no change to total programme
cost. Funding will come from the Community Infrastructure Levy,
which was originally programmed for 20/21 before the capital
programme review.
1.2Release funding for spend in 20/21 for £100,000 for
interventions in Kingsmead Square.
1.3Utilise £50,000 of available funding to also support
animation and public realm activities in Milsom Street and Cheap
Street, as well as other key streets in the vicinity as part of the
Reopening and Renewing the High Street workstream.

1.1Supports the delivery of key projects to
continue that support the Reopening and Renewal of the High Street,
the schemes support modal shift in favour of walking and cycling,
support businesses and support community use of public
spaces.
1.2In addition to the previously identified priority areas –
Kingsmead Square, York Street/Swallow Street and Union
Street– it is requested that the funding can be used to
facilitate initiatives in Milsom Street/Cheap Street where
temporary access restrictions are in place in response to COV-19,
but which need more aesthetically pleasing and sympathetic
interventions.
1.3The funding will be used alongside the Reopening the High Street
Safely funding from the ERDF, albeit that funding has specific
spend limitations for temporary interventions to support the
reopening of the High Street in response to COV-19 to March
2021.
1.4Milsom Street and Cheap Street have been identified as
additional priority locations for additional interventions due to
the higher vacancy rates and presence of Council owned retail
units. They are also the focus of future investment through the
‘Love our High Street’ investment fund, although
funding will not be made available until 2021/22, and is subject to
WECA approval of the Full Business Case. City centre businesses are
keen for immediate actions to support them through this difficult
time.
