Issue details
Solar lease at less than best consideration.
Keynsham Community Solar Limited (KCS) have
applied to install 215 solar panels on the roof of the single
storey building forming part of Keynsham Leisure Centre. Brief
details as follows
• KCS will raise the relevant funds through a share offer
aimed at local investors only. FCA rules apply.
• The green energy generated will be supplied direct to the
leisure centre operator GLL.
• Planning consent was obtained by KCS in Jan 2025.
• B&NES will grant KCS a 25-year lease of the roof top
space above the leisure centre.
• The rent will be one peppercorn. Each party to bear their
own costs.
The Forward Plan request is based on the premise the lease rent is
less than best consideration and requires a SMD to carry it
forward. This exercise supports our decarbonisation agenda.
