Contract Renewal For Managed Services for Temporary Agency Resources and Statements of Work (WL)

The Council’s current contract for the provision of a managed service for temporary staff and statements of work (i.e. consultants) is due to expire on the 1st November 2025. Following consultation with key internal stakeholders, a review of suitable procurement frameworks and engagement with the market the Council has completed a further competition for the renewal of this contract via a compliant framework (ESPO MSTAR4).

Consultation process

As these services are used across the Council, we have completed a cross council consultation using an online questionnaire for users of the SOW element and collecting feedback from internal service users of the Agency worker element via email and face to face.

The draft specification was also shared with these individuals so that they could review or requirements and suggest any amendments. They were also invited to sit on the evaluation panel.

An online market engagement session was held in February 2025, where all suppliers on Lot 1 of the MSTAR4 Framework were invited to attend. 10 organisations attended this session. Following on from this we held online 1:1 engagement sessions with interested suppliers. 5 organisations attended these, including the incumbent.
