(3)  To authorise the Chief Executive Officer to nominate Officers (including himself) to:

·  Sit on the Integrated Care Board and to represent the Council on said Board including the making of decisions that require financial expenditure on the part of the Council provided such expenditure is within budgets agreed by Full Council; and

·  Sit on the sub-committee of the Integrated Care Board established to make placed-based decisions as may be required to ensure that the Council is appropriately and fully represented in accordance with the constitutional documents of said sub-committee.

(1)  To note the Annual report and the ongoing progress which has been made towards achieving reductions in nitrogen dioxide levels both within and on the boundary of the CAZ, which has been realised by the scheme increasing the proportion of compliant, less polluting vehicles driving in and around the city.

(2)  To note the continued performance of the CAZ against the scheme’s financial model, ensuring it covers its costs of operation and avoids placing an additional burden on the Council and local taxpayers. In addition, note that surplus revenue is now being targeted towards sustainable transport projects as laid out in the full business case for the scheme.

(3)  To note the statement from the Joint Air Quality Unit (JAQU) on their assessment of the scheme towards achieving success with the Ministerial Directions which have been served upon the council.

(4)  In line with recommendation 3 of E3322 and Minute 1.5 of E3326, to note that further work to develop and implement a local nitrogen dioxide objective level will be continued.

(5)  To recommend that officers explore options for enhancing the capability to monitor particulate matter pollution within Bath and North East Somerset.

14/07/2022 - Vehicle Procurement ref: 1734    Approved

To fully approve £1.895m for the procurement of vehicles to replace end of life units in 2021/22, using electric alternatives where available, in line with the Council’s Climate Emergency. This project will ensure that the Council’s fleet continues to be managed effectively and efficiently using vehicles and plant built to the latest standards and regulations regarding safety and emissions, operating with greater climate efficiency and meeting the changing requirements of the evolving services.
These replacement vehicles and plant are for key frontline services such as the collection of waste and recycling, and maintenance of parks and open spaces. There are several specialist vehicles and plant along with some standard replacements. The vehicles will all be fitted with the latest specification of engines leading to reduced emissions and better fuel efficiency. Stop/Start technology and electric vehicles will also be considered for the non-specialist vehicles reducing our carbon footprint. The replacement of the vehicles allows each team to step back and assess what are the best vehicles to achieve their required outcomes through changing service demands and not just replace on a 'like for like' basis.

To approve the letting at No.1 Bath Quays South, to a Tenant, in accordance with the Heads of Terms (HoTs). The principal terms, negotiated between the Council’s agent and the Tenants agent are as follows:

1. Tenant – Covenant check completed.
2. Demise – 4th floor.
3. Rent – Annual rent agreed, subject to measurement and agreement of net internal floor area.
4. Lease term – 10 years
5. Rent Review – 5 yearly upward only.

Decision notices E2991 & E3085 approved the release of Commercial Estate Investment to secure delivery of new Grade A office accommodation at No.1 Bath Quays and for the Council to deliver the project to achieve regeneration benefits as well as revenue for the Council. The Decisions recognised that the revenue is needed to help the Council fund essential services whilst achieving its financial targets.

In recent years there has been an objective to rebalance the commercial estate portfolio with good quality office and industrial assets to reduce the reliance on the retail sector. This has been the premise underpinning the delivery of the new offices at No.1 BQS.
