The Chair drew attention to the emergency evacuation procedure, as set out on the agenda.

At this point in the meeting declarations of interest are received from Members in any of the agenda items under consideration at the meeting.

(a) The agenda item number in which they have an interest to declare.

(b) The nature of their interest.

(c) Whether their interest is a disclosable pecuniary interest or an other interest (as defined in Part 4.4 Appendix B of the Code of Conduct and Rules for Registration of Interests).

Any Member who needs to clarify any matters relating to the declaration of interests is recommended to seek advice from the Council’s Monitoring Officer or a member of his staff before the meeting to expedite dealing with the item during the meeting.

There were none.

There were no items of urgent business.

After being moved and seconded, it was unanimously

RESOLVED that the minutes of 4^th September 2025 be approved as a correct record.

There were no items from the public.

The Committee is invited to pass the following resolution;

That, having been satisfied that the public interest test would be better served by not disclosing relevant information, and in accordance with the provisions of Section 100 (A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business because of the likely disclosure of exempt information as defined in paragraphs 1 and 2 of Part 1 of Scheduled 12A for the Act as amended.

The Committee passed the following resolution;

that, having been satisfied that the public interest test would be better served by not disclosing relevant information, and in accordance with the provisions of Section 100 (A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business because of the likely disclosure of exempt information.

Following interviews, it was unanimously

RESOLVED

1.  That the Director of People & Change be given delegated authority to write the report on behalf of the Restructuring Implementation Committee to recommend to Council the name of the individual to be appointed to the post of Chief Executive and Head of Paid Service; and

2.  That the role will have specific responsibility as Head of Paid Service for the purposes of Section 4 of the Local Government and Housing Act 1989 and as Returning Officer for all elections and Electoral Registration Officer.
