Purpose:
Considerations of responses to parking proposals included within the Outer Area TRO 2015.
Decision:
The Cabinet Member AGREES that the proposals be implemented, modified or withdrawn as below:
Restrictions as detailed on plans B4 and C4
Roads affected: Wellow Lane,
Braysdown Lane and Tyning Road in Peasedown St. John
Restriction: Prohibit and Restrict Parking At Any
Time
Decision: That the proposals are modified to only
include restrictions around the junctions of Braysdown Lane and
Tyning Road. The restrictions affecting the southern side of Wellow
Lane should be removed at this time due to the expressed wishes of
Peasedown Parish Council on the grounds of the limited availability
of on-street parking in this area. The restrictions affecting the
northern side of Wellow Lane, west of the junction with Wellow
Tyning, should also be removed on similar grounds.

no objections. It is also intended, at the wish of the Parish
Council, that the location is monitored for a possible extension of
the restrictions in future proposals if needed.

time as the Council received 11 objections. One response of support
was received, however this response also stated that the proposals
as advertised wouldn’t solve the problems faced in this area.
Since the proposals were drafted a new management company has been
appointed to maintain the Business Park and were not made aware of
these proposals by the previous company. As such, it is recommended
that location is re-examined separate to this Order.

reasons of safety, however the restrictions relating to Church
Street are modified and limited to its junction with the A37, with
the restrictions on the southerly side of the junction being
reduced to mirror that of the northern side. It is recommended that
rest of the restrictions affecting Church Street, further west from
this point, are withdrawn at this time due to the high number of
objections received by the Council. It has been proposed that the
situation will be monitored and the option of introducing timed
parking bays on either side of the section of Church Street north
of Culvery Lane will be explored.

Decision: That the proposal is implemented as
advertised as no objections were received.
Reasons for the decision:
The proposals were developed as the result of the concerns of the Traffic & Safety, Parking and Traffic Management Team, Ward Councillors and local residents caused by increasing problems related to parking, which is becoming a greater concern on many streets around Bath & North East Somerset due to the increasing volume of vehicles on our roads and the growing number of vehicles parking inappropriately. There are no rights to park on the highway but parking is condoned where the right of passage along the highway is not impeded. The consideration of objections to the introduction of controls has to be considered in this context. There is also no legal right to park on the highway either outside a property or even within a specific street, however a number of the comments received stated that the parking situation in some of these locations is self-regulating between residents and that new restrictions are not required. The Council therefore due to the strength and number of objections towards some of the proposals recommended they be abandoned at this time.

To implement all restrictions as advertised
This option was rejected based on the public feedback and objections to the proposals as advertised.
Not to implement any of the schemes
This option was rejected as the proposals recommended for implementation improve the parking and traffic flow on the specified roads.
