Purpose:
The Council is implementing School Streets to
create safer, healthier, calmer spaces outside schools at the start
and end of the school day. They can apply to a whole street, part
of a street or several roads.
During School Street operating hours, vehicle access is restricted
to help create a safer environment for children. However, some
vehicles are allowed access if it's essential and this is
prescribed in the Traffic Regulation Order for each School
Street.
Vehicles that are exempt from the restricted hours are to be issued
with a digital permit to ensure that authorisation can be
demonstrated to either marshals on site, or to prevent enforcement
action where Automatic Number Plate Recognition (ANPR) enforcement
cameras are installed.
Effective management and enforcement of these digital permits
requires an operational update to the Council’s On-Street
Parking Permit Terms and Conditions.
Decision:
To update to the published Terms and
Conditions to include School Street access permits.
Alternative options considered:
1. To update the On-Street Parking Permit
Terms and Conditions to include School Street access permits. This
is the recommended option.
2. Not to include the School Street access permits within the
On-Street Parking Permit Terms and Conditions. This option is not
recommended as it lacks transparency to permit applicants and may
prevent the Council from taking appropriate action where permits
are identified as being misused, or where the permit holder does
not meet the requirements as prescribed in the legal orders.
