Purpose:

The Local Active Travel Safety Programme submitted with the 2026/27 Budget papers included a scheme for a zebra crossing in Weston Lane near King Edward’s Pre Prep School.

It has since been confirmed that the pre-prep school will be moving premises, which will significantly reduce the crossing movements in this part of Weston Lane, meaning a formal crossing facility is no longer necessary.

It is proposed that the £50,000 budget that had been allocated towards the cost of this crossing should be re-allocated towards the cost of providing a zebra crossing in Bloomfield Road near the junction with Somerdale Avenue instead, to provide an improved crossing facility on a route used by children and parents going to/from St Philip’s Primary School.

Decision:

To reallocate the funding to the proposed zebra crossing on Bloomfield Road near the junction with Somerdale Avenue to ensure best value for the programme and available funding.

Alternative options considered:

Option 1: not change the scheme on the programme – this is a poor option and would not represent value for money because there will be significantly reduced need for a crossing in Weston lane once the school has moved.

Option 2: identify a different scheme – the Bloomfield Road crossing has been identified because it improves an existing walking route used to school and will compliment the proposed School Street at St Philips Primary School.

Option 3: reallocate the funding to the proposed zebra crossing on Bloomfield Road near the junction with Somerdale Avenue (recommended)
