POD business commuter mitigation permits were taken up by a small number of businesses located in the Oldfield Park and Westmoreland Residents Parking Zone to give these businesses more time to adapt to the changes brought about by the introduction of the zone. A review of usage in 2024/25 revealed decreasing permit usage since the launch of the zone along with evidence of positive behavioural change in response to the launch of the zone. To further encourage travel behaviour change and in the interest of fairness to all permit users it is proposed to bring the terms of use of these POD business commuter mitigation permits in line with standard permits and introduce an end date for permit availability.

That the terms are reviewed and brought in line with standard parking permit terms and an end date be introduced.

1.Continue without amending terms of use and end date – this could result in misuse of permits which is unfair to other permit holders and may not encourage further travel behaviour change over time.
2.Amending the terms of use and end date – this is fairer to other permit holders, would prevent any future misuse and provide more incentive to consider travel behaviour change options available to staff.
