Purpose:

Contract Standing Orders (CSOs); - revised CSOs were approved at Council on 22nd May, to come into effect on 1st July 2025. Following Council approval, the Head of Procurement has added two clarifying footnotes to the document to assist comprehension.

Health & Wellbeing Board Terms of Reference (TOR); - the TOR that were appended to the May Council Annual Business report had errors in the membership numbers listed. However, the correct membership position was described in paragraph 4.3 in body of the report.

Both these minor amendments were approved by the Monitoring Officer

Decision:

Contract Standing Orders; The addition of footnote 7 on page 186 of the CSOs in the Constitution;
"Concessions contract values are calculated differently, as the best estimate of the financial value to the Contractor that shall be made over the life of the arrangement. See Schedule 3, Paragraph 3 of PA23 for details".

Contract Standing Orders; The addition of footnote 10 on page 196 of the CSOs in the Constitution;
"These thresholds and processes also apply to all concession contracts, regardless of whether it’s a concession for works, services or light touch services.”
