Purpose:

A supplementary Highways and Transport Grant Allocation of £1,884,000 has been issued by the Department for Transport through the West of England Combined Authority to reflect a higher government settlement for 2025/26, an increase of 32% on original grant allocation of £5,834,000 within the existing Highways Structural Maintenance Programme 2025/26. This was reflected in the Programme total £9,718,000 for 2025-28, which also included additional Council Contribution of £2,000,000, however it was announced after the detailed programme was prepared in the Council Report Annex 5 (ii).
Hence, the use of the additional funding now set out allocation across highway asset groups in the locations as set out in the attached Annex 1 - SM Capital Supplementary Funding Programme 202526.pdf. Programme was agreed with Cabinet Member for Transport as required.

Decision:

Approval of capital virement of £1,884,000-00 within 2025/26 Highways Maintenance Programme reflecting detailed programme for supplementary funding received.

Alternative options considered:

No other options considered. There has been significant increase in potholes over recent winters which the funding will address. Planning for carriageway resurfacing and planned patching programmes of work are both well advanced and this decision allows for further works to be delivered in the optimum warmer months of the year.
