Deliver secure on-street cycle parking in the B&NES area. To install approximately 20 cycle hangars (which provide 120 cycle parking spaces). The cycle hangars will be located in areas requested by the public and elected members. Cycle hangars are fixed storage lockers designed to hold up to six standard sized bicycles. People can rent a space in a hangar, which can only be accessed by lock and key (or on an app in some locations).

To fully approve £209k of capital budget, fully funded by WECA Grant

1. Do nothing & reject the funding allocation - If we did nothing the council's service users would miss the opportunity to benefit from the provision of lockable cycle parking.
2. Use a different procurement route - We have reviewed the rates on the WECA residential cycle hangar framework and they are lower than our existing route to market using the Everything FM framework. The alternative requires an open tender to the market which we neither have the time nor resources to conduct and is not required due to a compliant framework option.
