Purpose:
The main outline of the project is to replace
the System Management Platform, replace 559 CCTV camera's and
install new camera's at new project sites within the Council's
estate (Victoria Art Gallery). The project will also see the
Council enter into a service maintenance contract with the new
supplier.
Our current supplier fails the Council’s policy on
transparency regarding Human Rights & Modern Slavery & can
no longer be approved as a supplier of any services into the
Council.
All decisions are considered through the Councils CCTV Steering
Group which provides the necessary governance and
oversight.
Decision:
To support Option 3 and fully approve
£544k capital budget, funded by: £524k Corporate
Supported Borrowing (Remaining Provisional Budget £480K, IT
Replacement Budget £44K) & £20k Service Supported
Borrowing (Heritage Improvement Plan)
Alternative options considered:
Option 1: Continue with existing model without
current providers support.
Option 2: Purchase alternative Cameras & keep current suppliers
back office system but without their support. It has been decided,
running without back office system support opens us up to a number
of challenges and an increased likelihood of the risk of potential
downtime, complete system failure and security breaches.
Option 3: For compatibility and future technology enhancements,
standardisation and requirements, the best solution is to purchase
a new back office and camera solution from the same manufacturer
& ensure they meet the councils policies relating to Human
Rights & Modern Slavery.
