Purpose:
The Chief Executive is authorised to undertake any action s/he
considers appropriate to address situations where it is neither
practicable nor possible to effect the Council’s normal
procedures or arrangements for either executive or non-executive
business. The action taken will be recorded and reported to the
first available ordinary meeting of the Council or relevant other
body.
The call in request has been validated. However given the
sensitivity of the timing it is not considered appropriate to
determine the call in process immediately prior to the election
date.
Reason
The decision on disposal of the site has no urgent timeframe for
completion and can therefore wait until a Panel is convened to
consider this in the new Administration.
If the call-in is upheld, and referred back to the original
decision maker, it will need to be referred to the Leader to
allocate this function to the new Cabinet Member for
Resources.
Decision:
Due to the imminent election, the sensitivity
of the issue and no constituted Panels until after the AGM on 25th
May 2023 , the Chief Executive validates the call in and uses rule
3.4.5 to suspend the above requirements on timing:
