Purpose:
In November 2021 consultation took place on
proposals for a Residents’ Parking Zone (RPZ) in this area.
The results from the consultation were analysed and summarised in a
report by consultants AECOM “Oldfield Park & Westmoreland
Consultation Autumn 2021”. These results were shared and
discussed with ward members.
The Director of Placement Management has also discussed the results
and next steps with the Cabinet Member for Transport.
It is necessary to make a decision on whether the proposals should
proceed to the Traffic Regulation Order (TRO) stage of
consultation.
Decision:
Following consultation with the Cabinet Member
for Transport, the scheme should proceed to the TRO stage of
consultation (option 1) as soon as possible, subject to minor
amendments to the detail, to be discussed with ward
councillors.
Alternative options considered:
Option 1 – proceed to the TRO stage of
consultation
Since there were a majority of respondents within the proposed zone
supporting or partially supporting the proposals, this demonstrates
a sufficient level of support to enable the scheme to progress to
the next stage. This will allows some minor amendments to the
proposals to be made following feedback from the initial
consultation, giving people a further opportunity to comment.
This is the recommended option because there was a large number of
responses in favour of the scheme and it appears that some of the
reasons respondents gave for not fully supporting was due to
misunderstanding some parts of the proposals. If the proposals are
clarified and other small changes that have been requested are
made, this could change the overall level of support. People should
therefore be given a further opportunity to have their say.
Option 2 – abandon the proposals and take no further
action
The results from the initial consultation did not show a clear
majority in favour of the proposals. The proposals could be stopped
at this stage.
This option is not recommended because despite the absence of a
clear overall majority in favour, there are some changes and
clarifications that can be made to the proposals.
