Purpose:

Replacing the current 'noticing' system for the management and coordination of road works with a permit scheme, to provide the Council with greater control and to enable it to be compatible with the government's new electronic system of dealing with applications to work on the highway.

Decision:

The Cabinet Member agrees that:

1)  A street works permit scheme should be introduced through the creation of a legal Order; and

2)  New fees and charges related to the permit scheme should be introduced as shown in Table 1 of the covering report.

Reasons for the decision:

To improve the Council’s control over road works and subsequently reduce the impact on the public.

Alternative options considered:

Retaining the existing ‘noticing’ system (do nothing) is the only other option available but this was ruled out because of the changes to the mandatory electronic system for managing road space requests and the Secretary of State’s instructions to implement a permit scheme.
