Purpose:

The Council is implementing a new collection service in 2017/18 and needs to place orders now for wheeled bins, reusable rubbish bags and recycling containers.

Decision:

The Cabinet Members agree that the capital budget up to a maximum of £1.34M be spent on waste & recycling containers.

Reasons for the decision:

The Cabinet has previously agreed, In Autumn 2017 to implement wheeled bins where practical, to containerise waste to reduce litter issues, and to increase the number of recycling containers it currently provides.  Capital funding is required to purchase these waste & recycling containers.

Alternative options considered:

The only other consideration would be to have no receptacles provided for the every other week refuse collections, or district wide use of re-usable rubbish bags. However, the Cabinet decision in July 2016 confirmed the future use of wheeled bins, collected every other week, as the service to be provided, and is the most established method of efficiently and safely collecting waste. Containerising waste will also reduce the litter on streets and increase recycling.
