Purpose:

In February 2016 Council approved the budget for 2016/17 which contained a provisional approval in the Capital Programme of £2.5M for the land assembly in Keynsham to enable purchase of a site for the proposed leisure centre.  This decision is to move from provisional to full approval. 

 

The decision is urgent as a result of the owner of the lease requiring a confirmation that the Council is ready to complete on 31 May as a condition. Appropriate due diligence has already been completed.

Decision:

The Cabinet Members agree that £2.5M funding provisionally approved by Council in February 2016 for land assembly in Keynsham be fully approved.

Reasons for the decision:

The rationale for the attached decision is set out in the attached report.

 

The decision is being made in accordance with Rule 16 of the Council’s constitution.  It was to be an ordinary single member decision but to enable the transaction to complete successfully it is necessary to use of the Council’s urgency procedure.

 

The urgency arises as a result of the owner of the long lease affecting the property requiring confirmation the Council is ready to complete by the 31 May 2016 as a condition of the disposal.  All other maters remain as per the single member report and appropriate due diligence of the transaction has been completed.
