Purpose:
The Council has an approved development loan
facility agreement in place for the Council’s property
development company Aequus Construction Limited. Agreement of each
new loan is delegated to the S151 Officer, in consultation with the
Cabinet Member for Resources. This decision puts in place the loan
funding for the acquisition and development of land at Keynsham
Health Centre for housing, in line with the Shareholder approval
and business case. The loan will be charged at a commercial rate
and secured by a specific charge in favour of the Council over the
site itself and all associated work in progress. The are no direct
revenue costs for the Council and this proposal supports the
delivery of the Council’s Medium Term Financial Planning
requirements for £1M of income each year from
Aequus.
Decision:
Agreement to provide up to £3.2m of loan
funding to Aequus Construction Limited to support the acquisition
and delivery of the Shareholder approved housing development of
land at Keynsham Health Centre.
