Purpose:

To replace 35 handheld enforcement devices used by Parking Civil Enforcement Officers (CEO) to document potential contraventions of restrictions on the public highway and within Council operated car parks, and where appropriate to issue Penalty Charge Notices with a high standard of supporting evidence to ensure notices withstand scrutiny at the independent Traffic Penalty Tribunal.

To fully approve £45k funded by Service Supported Borrowing for project delivery

Alternative options considered:

To not replace existing handheld devices - Not replacing existing handheld devices exposes the Council to risk as in July 2025 technical support for the devices will cease from the supplier due to the operating system no longer being updated by the manufacturer. In addition a number of existing devices are beginning to have technical issues which are no longer covered by any form of warranty.
