Purpose:

Deliver a series of improvements to BANES Maintained Schools under the Schools Capital Maintenance Scheme (SCA) to maintain and improve the school buildings and ensure that they provide a safe and suitable learning environment for students. In 2023 BANES commissioned Condition Surveys to be carried out at maintained schools to assess the most urgent condition need. The survey highlighted the following priority schemes which meet poor condition, energy efficiency and health and safety criteria and should be progressed within the next year:

• Newbridge Primary:
o Removal of Music Block and re-provide with external learning space
o Replacement windows and concrete surrounds repairs
o Roof covering repairs
o External doors replacement
• Twerton Infant:
o LED lighting upgrade
o Roof covering replacements including strengthening to allow PVs
• St Keyna Primary:
o LED lighting upgrade

Decision:

To fully approve £1m of capital budget, funded in full by: £670k schools condition allocations grant and £330k CIL.

Alternative options considered:

Condition Surveys for maintained schools provided a prioritised list of most urgent condition needs with priorities listed over a 5 year period. The works identified at Newbridge Primary, Twerton Infant and St Keyna Primary were the most urgent identified to be progressed in year 1.
