Purpose:
The Building Management System (BMS) requires
capital intervention to replace obsolete plant and equipment. It is
necessary for the Victoria Art Gallery exhibition programme to be
able to borrow artworks from other national, international and
public collections and to remain eligible for insurance
underwritten by the Government Indemnity Scheme. In order to do so
we must meet specific climate criteria for temperature and
humidity, and be able to maintain a stable environment in the
galleries. The current system longer meets the criteria and we are
unable to effectively monitor and regulate fluctuations in
temperature and humidity.
Decision:
To fully approve capital amounting to
£54k from the provisional capital programme item Heritage
Infrastructure Development of £530k.
Alternative options considered:
Do nothing: This option was rejected because
an inability to control the environmental conditions in the Gallery
would restrict the exhibition programme and limit the revenue
generating potential of the Victoria Art Gallery.
