Purpose:
The Chief Executive is designated as the
Electoral Registration Officer and Returning Officer (ERO/RO).
Council on 23rd March 2023 agreed that, in the event the ERO/RO was
to become incapacitated prior to the elections and unable to carry
out the necessary duties, it would be prudent to agree a delegation
to the ERO/RO to be able to nominate a deputy.
A further delegation from the ERO/RO was considered helpful to
carry out the printing and signing of temporary voter
authentication certificates.
Decision:
The Chief Executive as ERO/RO nominates the
Chief Operating Officer as Deputy ERO/RO.
The Chief Executive as ERO/RO delegates the printing and signing of
temporary voter authentication certificates to the Electoral
Services Manager.
Alternative options considered:
Option 1 - Remain with status quo which
carries an element of risk that election arrangements would not be
carried out in a timely and efficient manner.
