Purpose:
To approve WECA funding to develop a full
business case for the Scholars Way cycling & walking scheme.
Following successful approval of an outline business case by WECA,
the development of a full business case will support the first
phase of a walking and cycling route between Bath University
(Claverton Down), Combe Down and St Martins Hospital, Odd Down via
Mulberry Park.
Decision:
To fully approve capital budget of
£580.3k from the provisional capital programme item Cycling
and Walking – Scholars Way and to be funded by WECA
grant.
Alternative options considered:
An absence of active travel facilities leads
to a reliance on motorised modes, resulting in low levels of active
travel, poor air quality as well as health and wellbeing issues. We
could do nothing, but investment in walking and cycling
infrastructure can help to resolve this.
