Purpose:
To accept £947.9k from WECA Investment
Fund grant as per the delegated approval through Single Member
Decision E3355. The grant was offered for Phase 1 of the Bath River
Line which will deliver an initial suite of key strategic
interventions in the west of Bath, between Newbridge and Bath Quays
in the city centre. Along with other confirmed funding this
provides for total project expenditure of £1,457k for Phase 1
of the Bath River Line. The Bath River Line is a key strategic
green infrastructure project which aims to address directly the
Climate and Ecological Emergency through enhancing and expanding
existing green spaces in the city, enabling active travel and
connecting communities to their natural environment.
Decision:
To accept £947.9k WECA Investment Fund
grant and to give full approval of capital budget of £1,457k
from the provisional capital programme for Bath River Line to be
funded £947.9k from WECA grant, £435k from developer
S106 contributions, £59k from strategic CIL (Community
Infrastructure Levy) and £16k from borrowing.
Alternative options considered:
We could do nothing, but this phase of the
Bath River Line scheme will deliver significant social, economic,
and environmental benefits. It addresses ecological decline, a
community need for improved cycling and walking infrastructure, and
will connect to active travel measures being pursued by the Council
via the City Regional Sustainable Transport Settlement (CRSTS)
programme.
