Purpose:
Approve £530k of capital budget to
replace and upgrade obsolete Pay & Display assets across on
street and car park locations. The upgraded machines will also
allow for emissions based car parking charges to be made.
Decision:
To fully approve £530,000 of capital
budget for 2023/24, funded by Council borrowing.
Alternative options considered:
1. To not introduce an emissions based parking
charge in car parks.
2. To introduce emissions based charges via MI permit (the digital
cashless supplier) only, with cash customers paying the highest
tariff.
3. Removal of all machines so cash not accepted at car parks.
The proposal ensures that the new charges are accessible by all
customers through existing payment channels, noting that some
vulnerable users may only be able to pay by cash. Replacement of
the machines is essential to ensuring ongoing collection of cash
payments and to ensure details of these parking transactions are
shared in real time with enforcement officers to allow more
efficient deployment of staff.
