Purpose:

This is an amendment to the current rate relief policy to remove some redundant paragraphs and to add new rules for claiming relief for rural businesses, local newspapers and Enterprise Zone Relief.

Decision:

The Cabinet Member agrees that the Council’s Policy is amended in line with the recommendations set out in Appendix C in the report.

Reasons for the decision:

The Government has amended the maps referred to in the Non-Domestic Rating Contributions (England) Regulations 1992 to include the new Enterprise Zone areas and so The Bath and North East Somerset Council Non Domestic Rate Relief Policy requires amendment in order that Enterprise Zone relief may be awarded. In order to give effect to those amendments Appendix C has been amended to reflect the legislative changes, comply with DCLG Guidance and accord with that used by Bristol City Council approved by the LEP. The Government has also introduced a relief to help Local Newspapers. References to reliefs which are now obsolete, such as Retail Relief must also be removed from the Council’s Policy.

Other schemes which are operated across the Country including by West of England Partners, and other Councils such as East Devon.
