Purpose:

The  Launch Document sets out the purpose, scope,  and timetable for the PlaceMaking Plan

Decision:

(1) To AGREE the Placemaking Plan Launch document for publication as a basis for discussion;

(2) To ASK that the Placemaking Plan will return to Cabinet for consideration at subsequent stages in its preparation;

(3) To AGREE the broad programme of activity and actions contained in the introduction of the Launch Document; and

(4) To DELEGATE authority to the Divisional Director for Planning and Transport Development to make minor changes to the Launch Document in consultation with Cabinet Member for Planning and Homes to ensure clarity, consistency and accuracy across the document.

Reasons for the decision:

Agreeing the Placemaking Plan Launch Document for discussion will enable the Council to proceed towards the creation and adoption of an up to date and comprehensive planning policy framework for the whole District.  It will complement the strategic nature of the Core Strategy, be in conformity with the National Planning Policy Framework, and will be produced in a collaborative way.

Alternative options considered:

The plan is at the first stage of preparation and at this stage, there is considerable discretion over how it is prepared.  The primary perquisite is that the plan is:

o Positively prepared – based on a strategy which seeks to meet objectively assessed development and infrastructure requirements,

o Justified – it should be the most appropriate strategy, when considered against the reasonable alternatives, based on proportionate evidence;

o Effective – it should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities; and

o Consistent with national policy

A Launch document or a collaborative approach is not therefore essential but there are considerable benefits in partnership working with local communities.  The options document at end of year will set out a range of policy options for consultation.
