Purpose:
The Council Budget agreed in February 2011 stated that one-off headroom allocations would be reviewed by Cabinet. Some headroom allocations are being proposed and Cabinet will therefore be asked to note these.

Reasons for the decision:
The schemes proposed for allocation of funds from contingency are all in keeping with the Council's priorities and have been carefully considered by Cabinet with advice from relevant officers.

All options for allocation of funding were considered before arriving at the proposals.
