Purpose:

Learning Partnership West is the Local Authority controlled company owned by the four ex-Avon authorities which has provided Careers advice, guidance and tracking on behalf of the authorities.  This paper proposes to remove local authority control and enable the company to become a Community Interest Company.

Decision:

On a motion from Councillor Paul Crossley, seconded by Councillor Dine Romero, it was

RESOLVED (unanimously)

(1) To AGREE that the entire report constitutes exempt information according to the categories set out in the Local government Act 1972 (amended Schedule 12A) because it contains information relating to the financial or business affairs of any particular person (including the authority holding that information);

(2) To AGREE that having already been satisfied that the public interest would be better served by not disclosing relevant information, and in accordance with the provisions of Section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business because of the likely disclosure of exempt information as defined in Schedule 12A of the Act as amended.

Reasons for the decision:

The information in the report relates to the financial or business affairs of a person.  In the public interest, the information is exempt from publication.  The public and press were therefore not allowed to be present when the issue was debated.

This option was rejected on the advice of the council's Data Protection Officer.
