1 THE ISSUE

1.1 The report outlines the situation regarding the North car parks at the Recreation Ground near the Rugby Clubhouse and the Cricket Pavilion.

2 RECOMMENDATION

The Trust Board notes the contents of the report and considers whether to pursue the Traffic Regulation Order or recommend further consideration of alternative options. .

4 THE REPORT

4.1 North Car park

4.2 The Trust Board resolved that where possible all parking arrangements were to be withdrawn. It has been established that under the Croquet Club lease their parking arrangements are specified thus they cannot be altered. They are permitted to park on the grass area near their lawns as shown in Appendix A.

4.3 The Council's Parking Services acting as agents for the Trust are dealing with the contractor who will be undertaking the line marking. It is proposed to have @ 18 car parking spaces and 2 disabled spaces on the lower car park. The works are to be carried when the contractors are available subject to weather conditions and events at the site and once approval of the budget has been received.

4.4 At its meeting on 16 January 2008 the Board RESOLVED that an agreement be pursued between the Trust and the Council to allow Parking Services to undertake the enforcement on the site. This option has been pursued and the following terms would apply to any such agreement for a Parking Regulation Order. The order would cost in the region of £2-3000 to implement and can take a period in excess of 6 months to introduce, which includes advertising the proposal. Once the order is in place if the car park were to be used for any other purpose ie closed to cars when an event takes place then a temporary closure order is required. This takes a minimum of 6 weeks to apply for at a cost of £410 the costs of the adverts. The order is a permanent order which can only be revoked should an application be made which in turn will need to be advertised. The proposal of a Parking Regulation Order would need to be passed via the Charity Commission before implementation is pursued.

4.5 .In the event that the Board considers the Parking Regulation order not to be in the interests of the Trust then further consideration could be given alternative means of controlling parking.

4.6 A combination of raised kerbs and low level fencing is proposed for the lower car park, along with bollards for access. Quotes for this work total between £4300 and £5800. Approval of the budget to provide these works needs to be obtained.

4.7 The locking of the gates will be implemented once the parking solution has been dealt with and the appropriate signage has been erected.

5 RISK MANAGEMENT

5.1 Any new parking arrangements will reduce management of the car parks.

6 RATIONALE

6.1 Arrangements that are clear and workable need to be put in place to prevent unauthorised use of the Trust assets.

7 OTHER OPTIONS CONSIDERED

7.1 All options are considered in the main report.
