1 THE ISSUE

1.1 The report outlines the situation regarding the North car parks at the Recreation Ground and the South car parks.

2 RECOMMENDATION

The Trust Board agrees that:

2.1 The parking on the South car parks are to be dealt with as part of any lease negotiations with the Council.

3 FINANCIAL IMPLICATIONS

3.1 Any financial implications have been detailed in this report.

4 THE REPORT

4.1 North Car park

4.2 The Trust Board resolved at the last meeting on the 16th January 2008 that where possible all parking arrangements were to be withdrawn. Regular users of the car park have been contacted and have been informed such current arrangements will cease. All users of the car park are letting the Trust know their requirements and the Trust will consider whether these can be met in whole or part.

4.3 The Council's Parking Services acting as agents for the Trust are dealing with the contractor who will be undertaking the line marking. It is anticipated that this will be carried out in the coming month.

4.4 Signage concerning the car parking will be erected once the parking regulation order is in place.

4.5 With regard to the Parking Regulation Order, Parking Services, acting on behalf of the Trust, have already been looking at the area concerned and once the requirements from users are know this can be applied for. The order not only relates to timings it also has to relate to a defined area. Permits rather than a meter were proposed and these can be issued on a flexible basis to hopefully suit all authorised users.

4.6 At the Trust Board's request the Council's Parking Services are dealing with the contractor, a combination of raised kerbs and low level fencing is being considered for the lower car park, along with bollards for access. A series of bollards is being considered for the upper car park. Quotes and details are being obtained by Parking Services.

4.7 The locking of the gates will be implemented once the Parking Regulation Order is in place and the appropriate signage has been erected.

4.8 Casual use of the Recreation Ground by groups of no more than 4, this is to be implemented when signage is erected. Signage is to be erected once the Traffic Regulation Order is in place, the signage will be looked at holistically on the site so as to avoid too many signs being erected.

4.9 The South Car Park

4.10 All the car parking is controlled by the Council and Aqua Terra.

4.11 The parking arrangements at the South car parks are to be thoroughly reviewed and arrangements re-negotiated.

5 RISK MANAGEMENT

5.1 Any new parking arrangements will reduce management of the car parks.

6 RATIONALE

6.1 Arrangements that are clear and workable need to be put in place to prevent unauthorised use of the Trust assets.

7 OTHER OPTIONS CONSIDERED

7.1 All options are considered in the main report.
