1 THE ISSUE

1.1 The Executive is being asked to consider the Provisional Joint Local Transport Plan and Major Scheme bid prior to submission to full council on 14th July.

2 RECOMMENDATION

The Council Executive is asked to agree that:

2.1 The Provisional Joint Local Transport Plan 2006-2011 and Major Scheme Bid are submitted to full Council on 14th July 2005 for approval.

2.2 Approval is given to establish a joint LTP delivery team.

3 FINANCIAL IMPLICATIONS

3.1 A successful Provisional Joint Local Transport Plan will ensure capital funding for transport for 2006-2011.

3.2 In order to coordinate strategy, develop cross-boundary projects and prepare and deliver the programme of major scheme bids a small joint LTP delivery team will be required. The team, which would report to the Heads of Service, Executive Members and Joint Overview and Scrutiny Panel, can be funded from within the existing resources of the four Authorities.

4 THE REPORT

4.1 The four Councils of Bath and North East Somerset, Bristol City, North Somerset and South Gloucestershire have joined forces to plan and deliver transport improvements in this area through a joint Local Transport Plan. The provisional plan has to be submitted to government by the end of July and followed by a final plan in March 2006.

4.2 The four councils also have the opportunity to submit major scheme bids. The first of these for the Greater Bristol Bus Network will be submitted with the Provisional Plan. The second, a package of measures for Bath, will be submitted with the final plan in March 2006.

5 RISK MANAGEMENT

A risk assessment related to the issue and recommendations has been undertaken, in compliance with the Council's decision making risk management guidance.

6 RATIONALE

6.1 The Local Transport Plan is a statutory document and the submission of the Provisional Joint Local Transport Plan is an essential requirement in obtaining transportation funding for the period 2006-2011

7.1 none

8 CONSULTATION

8.1 During the development of the provisional plan extensive public and stakeholder consultation has been carried out. The draft provisional plan will be available on www.greaterbristoltransportplan.org. A joint overview and scrutiny panel has been established consisting of members from all 4 authorities.

9 REASONS FOR URGENCY

9.1 Not urgent.
