1 THE ISSUE

1.1 It is necessary for the Council Executive formally to approve the existing Joint Arrangements with other local authorities and other partner bodies insofar as they relate to the performance of executive functions on behalf of the Council.

2 RECOMMENDATION

2.1 That the functions described in the Joint Arrangements listed in para 4.1 of this report, and detailed in the background papers, be discharged on behalf of the Council Executive in the manner outlined in Appendix 3 to the Constitution of the Council.

3 FINANCIAL IMPLICATIONS

3.1 There are no financial implications arising from the formal process identified in this report.

4 JOINT ARRANGEMENTS

4.1 Appendix 3 to the Council's Constitution gives details of the formal joint arrangements entered into by the Council. These are

(1) Joint Mental Health/Learning Difficulties Commissioning Board

(2) Joint Committee on Strategic Planning and Transportation

(3) Forest of Avon Agreement

(4) Mendip Hills Area of Outstanding Natural Beauty

(5) Cotswold Area of Outstanding Natural Beauty

(6) Kennet and Avon Canal Agreement

(7) Bristol Regional Environmental Records Centre Agreement

4.2 With the adoption of new executive arrangements, it is necessary for the Council Executive formally to agree that these joint agreements (all of which have been approved by the Council) can exercise executive functions on its behalf.

4.3 The legal documents recording these agreements and the formal powers of the bodies concerned are extremely large in volume. They are therefore listed as background papers to this report.

4.4 The agreement is a legal formality to regularise an existing arrangement under the new executive arrangements agreed by the Council.
