1 THE ISSUE
1.1 The purpose of this strategy is to put in place a framework for supporting elected members in a modernised Council, and for planning a robust approach to increasing the effectiveness of councillors.
1.2 The report and the strategy has been discussed with the Executive Councillor (Resources Planning and Support Services).
2 RECOMMENDATION
2.1 That the strategy be supported and the Portfolio Holder for Resources Planning and Support Services, in consultation with the Democratic Services Manager, monitor its implementation.

3 FINANCIAL IMPLICATIONS
3.1 For the most part, the existing budget can accommodate the costs of implementing the strategy. Where there may be a deficiency is if the identified specific requirements of newly elected Councillors exceed the budgeted amount for technology and other support. An assessment will be made of these cost implications and proposals brought forward if necessary to manage this. In this context the term "specific requirements" covers special needs.
4 THE STRATEGY
4.1 The strategy is primarily about member development and support, particularly in terms of technology support. It will provide a focus for planning the delivery of robust support mechanisms, building on the experience of the present council, information on which which will be sought through surveys and discussion groups. Already much useful comment about support services has been gained from feedback at training sessions.
4.2 Some of the projected actions are dependent on other factors eg office accommodation availability. These actions remain as desirable goals and will be pursued as quickly as possible.
4.3 In some respects, the strategy restates standards of service that members already receive. These aspects are included for completeness, and will be reviewed along with other aspects.
5 RAISING AWARENESS
5.1 It is relevant to point out that under the "Raising Awareness" section of the strategy, it has not been possible to arrange public meetings or exhibitions about public involvement. This has been due to the priority need of the key staff concerned to enable the Council to proceed with its new executive arrangements on time.
5.2 This aspect of the strategy will be more focussed on leaflet information and further use of the media.
