REPORTS OF THE EXPERIMENTAL OVERVIEW AND SCRUTINY PANELS

1 THE ISSUE

1.1 The final reports of the 3 experimental overview and scrutiny reviews were presented to the Council on 11th April and referred to the Council Executive for consideration.

1.2 The Council has asked that the Council Executive produce a response to the recommendations by September, 2002, including an action plan setting out how the recommendations will be implemented. The Overview and Scrutiny workplan has included some capacity for the action plans to be monitored and reviewed.

1.3 The reports of each review are attached, together with a minority report, announced at the Council meeting, from a member of the Voter Interest Panel.

2 SUGGESTED PROCESS

2.1 The Council Executive might wish to consider allocating each review report to an Executive Councillor for discussion with the relevant lead officer. This allocation might be as follows:

(1) Economic Development - Portfolio holder for Economic Regeneration and the Environment (Cllr Roger Symonds) with the Head of Economic Development, Tourism and Local Partnerships

(2) Royal United Hospital - Portfolio holder for Transportation and Planning Policy (Cllr Peter Metcalfe) with the head of Transportation, Access and Waste Management

(3) Voter Interest - Portfolio holder for Resources Planning and Support Services (Cllr Rosemary Todd) with the Democratic Services Manager

2.2 In addition, those discussions might involve, or need to refer to, the Chairs of the relevant experimental panels.

3 RECOMMENDATION

3.1 That the Council Executive (a) considers the issues raised in the attached reports, including the minority report and (b) determines how it wishes to proceed with the development of action plans in relation to the findings of these reviews, in time to report to the Council by September, 2002.
