SCOPE OF REPORTING AREA: The Local Authority has a duty to work in partnership with the Police and others including Health and Probation to reduce crime and disorder in the district. This includes the duty to produce an audit of crime and disorder issues and a three-year strategy. This duty is discharged through the Community Safety Partnership, for which the Council provides the main support through its Community Safety Team. The Authority also has a duty under Section 17 of the Crime and Disorder Act to take into account in all its decisions the impact on crime and disorder. This duty applies to all council services, although the community safety team have an advisory and support role.

The Local Authority is also a partner in the Drug Action Team (DAT). The DAT is responsible for planning, co-ordinating and monitoring the delivery of the national anti-drugs strategy. This strategy has four main objectives: to reduce problem substance misuse by young people, to increase access to treatment for people with substance misuse problems, to reduce drug-related crime, and to reduce the impact of drugs issues on local communities. The Community Safety Team and Social Services Finance Team provide the main officer support for the DAT

· The review of the structure and working practices of the Community Safety Partnership and Drug Action Team began in March with a seminar for members.

· Due to members time commitments, a follow up seminar will not be possible until the autumn. Proposals for a new structure will be agreed by the end of the year and implemented from April 2004

· Two additional wardens have been recruited for the Keynsham area and begin their training in June. They will begin to work on the streets in July

· The DAT Adult Treatment Plan was approved in April and was graded predominantly Amber .

Policy and Strategy

New items

· A Project Group has been established to manage the process of recommissioning Drug and Alcohol treatment services. Tenders will be advertised at the end of June with the award due by October for a start in April 2004.

· There are now eight local Community Safety Action Groups operating. New groups have been established in Weston and Keynsham North.

· The Elder Aware project, which has been very successful in rural parts of the district is to be rolled out to the whole of Bath.

· An innovative new project is being developed in partnership with North East Somerset Arts to work with victims of crime and young offenders to use arts to explore the impact of crime and understand their experiences.

· This is a significant piece of work and will be particularly demanding of DAT staff time over the next few months.

· The allocation of the Council's Community Safety Budget has been agreed and the following projects will continue to be commissioned:

· Support Against Racist Incidents

· The Home Office have approved the Safer Communities Initiative Plan and the Police's BCU fund plan. This includes continuation funding for two posts to tackle drug related nuisance and anti social behaviour, and a development worker for local community safety action groups

· Following Home Office approval the following new projects will commence over the next few months:

· Youth Crime Prevention Officer. This post will manage the new Youth Inclusion Support Programme which is being established with Children's Fund money. This will provide a mechanism for preventative early intervention where children and young people are involved in anti social behaviour and picks up one of the recommendations of the Strategic Youth Issues Project Group.

· Anti Social Behaviour Co-ordinator. This post will work with all agencies to improve our strategic response to anti social behaviour particularly involving adults.

· Domestic Violence Co-ordinator. This post will support the development and implementation of the Partnership Against Domestic Violence Action Plan
