1 THE ISSUE

1.1 This report addresses issues about the management of executive business and administrative arrangements for meetings of the Council Executive and single Member Executive decision making.

2 RECOMMENDATION

2.1 That the dates and times of meetings be agreed (as set out in paragraph 3.1);

2.2 That the Council Executive will continue the rotation of venues between Bath, Keynsham and Midsomer Norton, with every other meeting being held in Bath;

2.3 That the Council Executive notes that the Council on 17th July will determine a procedural rule to govern the process of single Executive Member requisition to the Council Executive, (as set out in paragraph 4.1);

2.4 That the Council Executive notes that the Council on 17th July will determine a procedural rule to govern the arrangements for Policy Advisory Groups, established at Council on 19th June 2003 (as set out in paragraph 5.1) and considers how it wishes such bodies to operate;

2.5 That, with regard to the existing sub-structure of Executive Advisory Bodies (as set out in Appendix 1), the Council Executive confirms the three whole Executive Advisory Bodies (Equal Rights Advisory Group, Trades Union Consultative/Advisory Body, Student Liaison Committee) and refers the other bodies to individual Executive Councillors;

2.6 That the Council Executive notes its Terms of Reference (as set out in Appendix 2)

3 DATES, TIMES AND VENUES OF MEETINGS

3.1 In consultation with the Leader, and consistent with the diary circulated at the Annual Council, the Council Executive will meet in public on the first Wednesday of every month (except July and January when it is the second Wednesday of the month), at the venues listed below.

July 9th - Bath

September 3rd - Keynsham

October 1st - Bath

November 5th - Midsomer Norton [2pm]

December 3rd - Bath [5.30pm]

January 14th - Keynsham

February 4th - Bath

March 3rd - Midsomer Norton

April 7th - Bath

May 5th - Keynsham

3.2 The majority of meetings will start at 10am, but there is one 2pm start and one 5.30pm start as a trial. The dates for these have been selected so as not to conflict with Development Control meetings.

4 SINGLE MEMBER WORKING

4.1 At Council on 19th June 2003, the following note of principle was agreed;

The Chief Executive will refer to the full Council Executive for determination, any planned decision by an Executive Member, on receipt of a formal requisition to that effect signed (or e-mailed) by an individual Executive Member or by a Political Group Leader (if not also an Executive Councillor) or his/her nominee

4.2 This note will be converted into a formal Procedural Rule, which the Council on 17th July will be asked to approve. The effect of such a requisition will be to negate the delegated power of the Executive Councillor to make the decision and to place the matter before the Council Executive for determination.

5 POLICY ADVISORY GROUPS

5.1 At Council on 19th June 2003, the following note of principle was agreed;

A Policy Advisory Group (open to one or more Members of each political group) will parallel each portfolio to promote the sharing of information and the co-ordination of views prior to decision making or recommendation by the Executive.

5.2 The practical working arrangements will come forward to the Council for approval in the context of agreeing Procedural Rules. There will be a certain amount of discretion on the Council Executive about how to operate such advisory arrangements. The views of the Council Executive are sought.

6 ADVISORY BODIES

6.1 Under the terms of the Constitution, the Council Executive is empowered to establish advisory bodies to assist it in the development and review of policies. Such arrangements are distinct from the above Policy Advisory Groups. Procedural Rules will make this distinction clear. In this context, it should also be acknowledged that overview and scrutiny bodies also have a clear role in assisting the Council Executive with policy development.

6.2 The current list of Executive Advisory Bodies is set out at Appendix 1.

6.3 The Council Executive is being asked to confirm the three whole Executive Advisory bodies.
