1 THE ISSUE

1.1 This report presents the Council's Corporate Plan Review (in draft) for consideration by the Council Executive and for recommendation to full Council for adoption. It follows approval by the Executive and Full Council of the Corporate Plan in February 2004.

2 RECOMMENDATION

2.1 The Council Executive is asked to:

a) Recommend to full Council to approve the Corporate Plan Review (as attached, which incorporates the Financial Plan);

b) Authorise the Chief Executive, in consultation with the Executive Member Resources and the Leader of the Council, to make presentational improvements to the Corporate Plan Review prior to submission to Council.

c) Recommend Council to authorise the Chief Executive, in consultation with the Executive Member Resources and the Leader of the Council, to revise the Council's published Corporate Plan document to incorporate the revisions set out in the Corporate Plan Review

FINANCIAL IMPLICATIONS

3.1 The Corporate Plan subsumes the Council's 4-year Financial Plan, ensuring that decision making on priorities and resource allocation is fully aligned.

4 BACKGROUND

4.1 The Corporate Plan is intended to be the means by which the Council and its Executive ensure that priorities are clearly set out and adequately resourced. The Plan enables a strategic approach to planning and resource allocation, supports the achievement of longer term and more complex goals, and ensures an integrated move towards service and financial planning.

4.2 In February 2004, Council approved the Corporate Plan which set out proposed Improvement Priorities for the Council, together with broad strategies for delivering the financial and organisational headroom and capacity necessary to achieve them. The Plan also incorporates the Financial Plan which was prepared as an integral part of the Corporate Plan.

4.3 The Corporate Plan is intended as a rolling plan, updated annually. In this first year a formal review has been undertaken, both to check progress with implementation and also to assess whether new and emerging issues should be reflected in revisions to the Plan. The Corporate Plan Review has been prepared by the Council Executive via a working party made up of Executive (Cllrs Hanney, Todd, Crossley and Haeberling) and non- Executive (Cllrs P Gay, Bellotti and Gerrish) Councillors.

4.4 The attached Plan Review document sets out the process for the Review, reports progress and considers issues before drawing conclusions and proposing revisions (see section 6) to the original Plan. In brief the Review has identified good progress with the implementation of the Plan and therefore proposes only modest revisions which are mainly in respect of the financial plan. The revisions are to:

Make minor revisions to refine and clarify Improvement Priority plans

Recognise more explicitly that Improvement Priorities contribute to both short-term and long-term goals

Update the financial plan, incorporating the implications of severe cost pressures, while retaining the approved financial strategy and shape of the Plan

4.5 It should be noted that the attached records the Plan Review and does not attempt to replace the original Corporate Plan document. A follow-up task will therefore be to revise the Council's published Corporate Plan document to incorporate the revisions set out in the Corporate Plan Review

5 RISK MANAGEMENT

A risk assessment related to the issue and recommendations has been undertaken, in compliance with the Council's decision making risk management guidance.

6 RATIONALE

6.1 The Review has followed a structured methodology. The conclusions arise from evidence regarding progress to date and new and emerging issues.

7 OTHER OPTIONS CONSIDERED

7.1 The Review highlights issues for consideration by the Council Executive.

8. CONSULTATION

8.1 The lead Executive Councillors have discussed the preparation of the Corporate Plan Review with Trade Union representatives and representatives have attended the Corporate Plan Working Party as observers. The Council Executive will meet with Trades Union representatives on February 4th to discuss both this Corporate Plan Review and the draft Budget for 2005/06.
