1 THE ISSUE

1.1 Consideration and approval for submission to the South West Regional Assembly of the West of England Sub-Regional Spatial Strategy First Detailed Proposals prepared by the West of England Partnership.

2 RECOMMENDATIONS

2.1 That the Council Executive:

A) approve The West of England Joint Study Area First Detailed Proposals for submission to the South West Regional Assembly;

B) note the next stages of public consultation set out in the report; and

C) refer the report to Council for its views and recommendations to guide and inform future negotiations and discussions.

2.2 That the Council:

A) note progress to date on the preparation of the First Detailed Proposals;

B) consider whether it wishes to offer guidance to the Executive on the approach to be adopted in the shaping and finalisation of the proposals and, if so,

C) indicate its views on the basis of a resolution to be proposed at the meeting.

3 FINANCIAL IMPLICATIONS

3.1 None

4 THE REPORT

4.1 The South West Regional Assembly is responsible for the preparation of a Regional Spatial Strategy (RSS) for the South West Region. It will consist of a vision and broad development and transport strategy and once approved by the Secretary of State become part of the statutory development plan. All Local Development Documents prepared by this Council will need to be in general conformity with the RSS.

4.2 As part of the preparation process the West of England Partnership has prepared and agreed First Detailed Proposals (FDP) for the Sub-Regional Spatial Strategy for the West of England for consideration and approval by the four Unitary Authorities. Upon approval it will be submitted by the four Unitary Authorities as advice to the South West Regional Assembly for consideration and inclusion as part of the draft Regional Spatial Strategy (RSS). The attached report (see Appendix 1) seeks Executive approval of the West of England Joint Study Area FDP (see Annex 1 to the attached report) and outlines the next stages of the process towards the adoption of RSS.

4.3 The levels of growth set out in the First Detailed Proposals should significantly improve the sub-region's ability to attract necessary investment in physical and social infrastructure, without which the strategy could not be delivered.

5 RISK MANAGEMENT

5.1 A risk assessment related to the issue and recommendations has been undertaken, in compliance with the Council's decision making risk management guidance.

6 RATIONALE

6.1 The report seeks approval of the West of England Sub-Regional Spatial Strategy First Detailed Proposals so that they can be submitted to the South West Regional Assembly (SWRA). It is important that these proposals are approved so that the SWRA can see that good progress is being made in developing a strategy for the West of England and that the sub-region is able to work well together in partnership. The consequence of not agreeing and forwarding First Detailed Proposals is that the Regional Assembly would have to set out their own proposals for the sub-region based on the information available to them.

7 OTHER OPTIONS CONSIDERED

7.1 None

8 CONSULTATION

8.1 Consultation has been and will continue to be carried out by both the West of England Partnership and the South West Regional Assembly through the RSS process. Internal consultation with other Council Services has taken place on the First Detailed Proposals and will continue to be undertaken in the future stages of the process.

9 REASONS FOR URGENCY

9.1 Not urgent.
