* Department of Health's top performance band
** DoH performance band is expressed as a value relative to the proportion of people aged 19 in the local authority area who are in employment, education or training. The top performance band is 60% of the rate achieved in the general population of 19 year olds. For 2003/04 in B&NES this is equivalent to 53% of care leavers in employment, education or training.
*** Actual rate reductions are based on rates achieved preceding calendar years, for example the reporting year 2002/3 value is that obtained for 2001. It should be noted that the strategy did not start until July 2001.
