Annex 2 : Action Plan

1 THE ISSUE

1.1 Following the inspection of Bath & North East Somerset's Service for Older People in January 2004, the Commission for Social Care Inspection (CSCI) - formally the Social Services Inspectorate (SSI) have compiled a report of their findings (attached as Annex 1).

1.2 The strategic director and the senior management team welcome the CSCI findings, in particular their conclusion that Bath & North East Somerset was deemed to be "serving most people well and that (their) prospects for improvement were promising". This judgement represents an improvement for Adult Care & Commissioning from the last years view of "serving some people well with promising prospects for improvement".

1.3 The report requires the production of an Action Plan to address the recommendations for improvement made by CSCI and for endorsement by the Council Executive. The Action Plan is set out in Annex 2.

2 RECOMMENDATION

2.1 The Council Executive notes the Commission for Social Care Inspection's (CSCI) report and their assessment of performance within Bath & North East Somerset Older People's Services

2.2 The Council Executive endorses the proposed Action Plan to address the recommendations for improvements.

3 4 FINANCIAL IMPLICATIONS

4.1 None

5 THE CONTENT OF THE INSPECTION REPORT

5.1 The CSCI's report, which is attached at Annex 1, examines the Council's performance in the provision of services for Older People in six main areas:

(1) National Priorities and Strategic Objectives

(2) Effectiveness of Service Delivery and Outcomes

(3) Quality of Services for Users and Carers

(4) Fair Access

(5) Cost and Efficiency

(6) Management and Resources

5.2 The Council's performance in each of these areas is measured against published standards and criteria, which are detailed in Appendix A of the Inspection report. Other appendices in the report include a description of the methodology employed by the Inspectors, and the results of questionnaires circulated to Service Users, Carers and Staff.

6 RATIONALE

6.1 CSCI's objectives in inspecting Social Services for Older People were to evaluate:

_ Bath & North East Somerset's implementation of national and local objectives relating to older people's social care needs

_ The quality of service outcomes experienced by users and carers.

6.2 Inspection findings contribute to the judgments made by CSCI in their annual assessment of social care performance (star) rating.

6.3 CSCI social care ratings inform each council's comprehensive performance assessment (CPA) rating, and their improvement planning for the council as a whole.

7 OTHER OPTIONS CONSIDERED

7.1 There are no other appropriate options for reporting the outcomes of the Inspection.

8 CONSULTATION

8.1 The draft report has been shared with Senior Managers and the Executive Member for Social Services in the preparation of the action plan attached at Annex 2.
