It is estimated that in 2005/06 £184K will also be saved in waste disposal charges and £209K in 2006/07.

The EU Landfill Directive requires the UK to reduce the quantity of biodegradable municipal waste that it sends to landfill. Cardboard and Green Waste are both biodegradable wastes.

In order to meet its targets the UK government introduced the Landfill Allowance Trading Scheme which sets allowances for the amount of biodegradable waste that an individual local authority can landfill.

Under the Landfill Allowance Trading Scheme the Council may also be liable for fines of up to £150 per tonne for biodegradable waste landfilled in excess of its permitted allowance.

If the authority continues to landfill waste at current levels it faces potential fines in excess of £33 million by 2020. The Green Waste and Cardboard Scheme reduces the potential for fines. In 2005/06 an avoidance of potential fines of £937,500.00 (£150.00 x 6250 tonnes) is attributable to this scheme.
