1 THE ISSUE
The attached Plan sets out work to be undertaken locally in preventing re-offending by young people aged 10-17 and, for the first time, specific work to reduce the risk of offending by young people who have not entered the formal criminal justice system.
2 RECOMMENDATION
2.1 Accept the attached Plan, as work in progress to fulfil the requirements of the Crime and Disorder Act 1998 Section 4.
2.2 Agree the actions contained as priorities to reduce youth offending.

3 FINANCIAL IMPLICATIONS
3.1 Resourcing of local work in preventing youth offending is shared by the statutory partners as set out in the Crime and Disorder Act 1998 (Local Authorities, Police, Probation and Health). Direct funding is also received from the Youth Justice Board and locally from the Community Safety Partnership and the children's Fund. The Local Authority contribution for 2003-4 (including staffing, financial contributions into a pooled budget, and some in-kind services) is £198,500.
4 THE REPORT
This Plan fulfils a legislative requirement set out in the crime and Disorder Act 1998. It updates the Plan for 2002-5 and includes reporting on the thirteen national performance measures and information about how these will be addressed in 2003-5.
The priorities for the year ahead are:-
· Development of the new Intensive Supervision and Surveillance Programme for persistent young offenders.
· Development of a multi-agency panel to consider and respond to reports of youth disorder and young people at risk of offending.
· Development of the restorative justice work of the team and its partners, with a particular focus on the involvement of direct victims and other people affected by youth crime.
