1 THE ISSUE

1.1 The regeneration of the Western Riverside area offers the potential to make a significant contribution to delivering the Council's economic development, social and housing objectives. It provides a unique opportunity to produce a new city quarter that is an example of the best of contemporary urban design, architecture and sustainable development, contributing to Bath's World Heritage city status.

1.2 In February 2000 B&NES Strategy Committee confirmed the Council's commitment to the comprehensive and sustainable redevelopment of the site through the adoption of a regeneration vision and set of principles. In December 2001 the Council's Major Projects Team produced and consulted upon a Regeneration Framework Report for redevelopment of Western Riverside. The Report was intended to inform the production of Supplementary Planning Guidance (SPG).

1.3 In order to protect and secure the delivery of sustainable, comprehensive regeneration of the area, Draft Supplementary Planning Guidance has been now been produced for a period of public consultation.

1.4 Following consultation it is intended to bring potentially revised Supplementary Planning Guidance to Executive to consider its recommendation to Council as adopted Supplementary Planning Guidance This will supplement the Revised Bath and North East Somerset Deposit Draft Local Plan (policy GDS.1 (Site B1)) as put forward elsewhere on this agenda.

2 RECOMMENDATION

2.1 That the Council Executive:

(1) Recommends to Full Council that the Draft Supplementary Planning Guidance for Western Riverside is approved for public consultation during April and May 2003.

3 FINANCIAL IMPLICATIONS

3.1 There are no direct financial implications arising from this report.

4 BACKGROUND AND CONTEXT

4.1 In February 2000 the Council's Strategy Committee resolved to endorse the framework and to adopt the Vision Statement and Key Principles arising from it as the basis on which to prepare planning policies and guidance. In taking forward this resolution, the Council's Western Riverside Project Team prepared and consulted upon a Regeneration Framework Report (RFR) in December 2001. Parts A and B of the RFR and associated documents form the information base upon which the proposed Draft Planning Guidance has been prepared.
