EXTRACT FROM DRAFT NOTES OF EDUCATION, YOUTH, CULTURE AND LEISURE OVERVIEW AND SCRUTINY PANEL MEETING ON 20TH NOVEMBER 2002.
LEISURE IMPROVEMENT PROJECT - BEST OPTION
The Panel considered the contents of the report on `Leisure Improvement Project - Best Option' and made the following comments to be forwarded to the Council Executive to inform their decision:
(a) The Panel were satisfied that the consultation process was full, fair and effective;
(b) The Panel felt it had been adequately demonstrated that a Public/Private Partnership demonstrates substantially greater benefits than a new local NPDO. The Panel support Bidder A.
(c) The Panel feel that consideration should be given in the negotiations to improving the currently proposed TUPE protection period unless the Terms and Conditions of the preferred bidder provide greater benefits.
