1 THE ISSUE

1.1 The recommendations made by the Social Services Inspectorate (SSI) in their Annual Review of Performance are intended to help the council improve outcomes and quality of service to service users and carers, and increase the prospects of improved performance ratings in the future.

1.2 The Director of Social Services is required to present the report to a public meeting of the Council's Executive within 2 months of its receipt.

1.3 This report will provide the main basis for determining the Council's "star rating" for Social Services to be published in November.

2 RECOMMENDATION

2.1 That the Executive note the Social Services Inspectorate's (SSI's) current assessment of performance for Bath & North East Somerset Social Services

2.2 That the Executive refer this report to Overview and Scrutiny for their consideration

3 FINANCIAL IMPLICATIONS

3.1 None specifically arising from this report.

4 THE REPORT

4.1 The main purpose of the Social Services Inspectorate's (SSI) Annual Review of Performance is to:

_ confirm and acknowledge the improvements achieved during the previous year, with particular reference to those set out in the council's delivery and improvement statement

_ identify any major planned improvements that were not achieved, explore the reasons for this, and any significance they may have for future progress

_ clarify and confirm that improvements planned for the year ahead:

- reflect any requirements to meet statutory obligations or remedy any serious service failures identified

- focus on action that will improve outcomes, quality and choice for service users and carers

- represent clear commitments by the council, and are adequately resourced

- are consistent with the Government's priorities for the modernisation of social care

· The SSI has made some very positive comments regarding the improvements that have been observed since the previous annual review, and "the areas for improvement" are those that had already been identified to them by the Social Services management team.. The SSI's commentary on Social Services "Capacity for Improvement" are also positive and again acknowledge the discussions and suggestions put forward by the senior management team during the Annual Review Meeting and as such are similarly welcomed.
