1 THE ISSUE
1.1 This report summarises outstanding concerns in relation to the draft Regional Spatial Strategy approved by the South West Regional Assembly for submission to the Secretary of State and the work programmed in order to address these concerns and inform the Council's response.
2 RECOMMENDATION
The Council Executive is asked:
2.1 To note the outstanding areas of concern in relation to the draft RSS and the work programmed in order to address these concerns and inform the Council's response.
3 FINANCIAL IMPLICATIONS
3.1 No immediate budgetary implication as the work programmed is
covered within existing budgets. However, there are long term
implications for investment in social, economic, environmental and
transport infrastructure in the District. Issues relating to the
Council's capital and revenue funding of growth areas were outlined
in the Report on the RSS considered by the Executive in January
2006.
4 THE REPORT
4.1 The draft Regional Spatial Strategy (RSS) for the South West was approved by the Regional Assembly on the 10th March 2006 for submission to the Secretary of State. It will be published for public consultation for 12 weeks during the Spring/Summer. The Report attached as Appendix 1 updates Members on the content of the draft RSS, progress made on concerns previously raised by the Council in relation to the emerging draft and the outstanding areas of concern. It also outlines the work that is programmed which will inform this Council's response to the draft RSS during the public consultation period.
5 RISK MANAGEMENT
5.1 A risk assessment related to the issue and recommendations has been undertaken, in compliance with the Council's decision making risk management guidance.
6 RATIONALE
6.1 This report updates progress on preparation of the RSS by the Regional Assembly. It outlines areas of outstanding concern about the content of the draft RSS submitted to the Secretary of State and recommends that Members note these concerns as well as the work that is programmed to address these concerns.
