1 THE ISSUE

1.1 The Care Quality Commission undertake an annual performance assessment of adult social care in which they assess the performance of the Council in promoting adult social care outcomes for local residents. The assessment includes consideration of the following outcomes:

  • Improved health and emotional well being

  • Improved quality of life

  • Making a positive contribution

  • Increased choice and control

  • Freedom from discrimination and harassment

  • Economic well being

  • Maintaining personal dignity and respect.

The CQC also make a written assessment of leadership and commissioning and use of resources.

1.2 It is a requirement that the Director of Adult Social Services takes the report to an open meeting and makes it available to members of the public as well as copying it to the council's appointed auditors.

2 RECOMMENDATION

2.1 The Cabinet is recommended to:

  • Note the 2008/9 annual performance assessment and the associated grading letter.

3 FINANCIAL IMPLICATIONS

3.1 There are no new financial implications resulting from the annual performance assessment.

High quality adult social care services contributes to:

  • Building communities where people feel safe and secure
  • Promoting the independence of older people
  • Improving life chances of disadvantaged teenagers and young people

5 THE REPORT

5.1 The 2008/9 Care Quality Commission Annual Performance Assessment for Adult Social Care concludes that the overall grade awarded to Bath & North East Somerset Council for delivery of the outcomes identified above is 93Performing Well94, the definition for which is 93a service that consistently delivers above minimum requirements for people, is cost effective and makes contribution to wider outcomes for the community94.

5.2 The assessment includes more detailed performance assessment of each of the seven outcomes. In 2008/9 the Council achieved 93Performing Well94 in 6 of the 7 categories and 93Performing Adequately94 in one category. This represents an improvement on the previous year's performance.

5.3 The CQC undertake regular business meetings with the Director of Adult Social Services and team, and undertake mid year reviews of actions arising from the performance assessment. CQC officers have been working closely with the adult social care senior management team to ensure that we fully understand the areas for improvement. The enclosed report details the areas where we have excelled, and those in which we need to make more progress. Resulting actions will be included in the Partnership's Joint Operating Plan and will be monitored through the regular CQC business meetings.

6 RISK MANAGEMENT

6.1 A risk assessment related to the issue and recommendations will be undertaken as part of the action planning, in compliance with the Council's decision making risk management guidance.

7 EQUALITIES

7.1 The assessment findings make specific reference to the Council's intention to improve its equalities ratings and the contribution that this will make to improve our rating on outcome 5.
