1 THE ISSUE

1.1 The Council is required under legislation (The Crime & Disorder Act 1998) to sign up to an agreed three year strategy for the work driven by the Community Safety & Drugs Partnership. This strategy forms part of the Council's policy and budget framework and therefore needs to be adopted at a future meeting of full Council.

2 RECOMMENDATION

The Council Executive is asked to:

2.1 Agree the Community Safety & Drugs Strategy 2005-08 (Appendix 1) for recommendation to Council for adoption as a Policy and Budget framework item.

3 FINANCIAL IMPLICATIONS

3.1 The direct funding available to fulfil the strategy is approximately £2.6m with contributions from the Council, Primary Care Trust, Police, Probation and Home Office. The Councils contribution included in this sum is £864,000 (December 04 Cash limit). The aim of the partnership is to encourage partners and others to work towards the priorities through their mainstream services and in this way the indirect funding is significantly greater but not quantified.

4 THE REPORT

4.1 This is the third three year Community Safety Strategy. This three year strategy is directed by the newly merged Community Safety and Drugs Partnership (previously the Community Safety Partnership and Drug Action Team). This strategy covers the period April 2005 to March 2008. The strategy has been informed by consultation, national and local priorities and approved by the members of the Community Safety & Drugs Partnership following consultation on a published "crime audit" of Bath & North East Somerset. It contains the agreed priorities for action incorporating both national and local priorities for the statutory members of the partnership to pursue. (These members are the Council, the Police and the Police Authority, the Fire Service and the Fire Authority, the Probation Service and the Primary Care Trust).

5 RISK MANAGEMENT

5.1 Risk assessments will be undertaken as appropriate on the work and actions that flow from this strategy, rather than on the strategy itself.

6 RATIONALE

6.1 The Council is required by statute to agree a three year Community Safety & Drugs Strategy with its partners.

7 OTHER OPTIONS CONSIDERED

7.1 None.

8 CONSULTATION

8.1 There has been extensive public consultation and with partner agencies and wider stakeholder groups in the development of this strategy.

8.2 A draft of the Strategy was considered by the Overview and Scrutiny panel for Housing and Community Safety on 13th January 2005 and their comments taken into consideration in this final draft.
